The 2025 Policy Agenda

For the next four years, the stakes are as high as they have been at any point in our country’s history. As a state lawmaker, you are not an observer: whatever comes out of Washington DC, you have the opportunity to help achieve the American Promise for all of your constituents. 

Too often, your ability to shape our country’s future as a state lawmaker is undervalued. That’s why The States Project is sharing the TSP 2025 Policy Agenda, informed by your peers serving across the country.  It reflects the ambitious potential you have to improve lives, particularly now. 

These tangible solutions can improve lives and help achieve the American Promise that all people are created equal with the right to life, liberty, and the pursuit of happiness, and that a government of the people can secure those rights.

This framework and these policies are not just meaningful – they are also popular, regardless of constituents’ political ideology:

  • More than 80% of Republicans and Democrats want to see policies that lead to more effective government
  • Nearly three-quarters of people across parties support fair markets
  • More than 70% of Democrats, Independents, and Republicans want to see policies that advance personal freedom
  • 70% want to see a representative democracy

The ability to achieve the American Promise starts in the states – and state lawmakers are the key.

Fair Markets

The next four years will require state lawmakers to act to ensure that markets work for everyone who needs to participate in them–not just the ultrawealthy. With families already struggling to get childcare, healthcare, or a safe place to live, it’s up to state lawmakers to lower costs, create jobs with better wages in their state, and protect consumers from big special interests. Fair markets mean all Americans have the ability to pursue happiness – not just the wealthiest few.

Personal Freedom

America’s founding promise of life, liberty, and the pursuit of happiness depends on a government that respects and protects people’s personal freedoms. Especially now, it’s up to state lawmakers to safeguard personal freedom, as some politicians try to get between a person and their private decisions.

Representative Democracy

Over the next four years, state lawmakers must act to ensure that our democracy endures, and that eligible voters continue to decide our elections. A thriving America is built on a strong representative democracy that allows all Americans to participate fully and equally. To maintain our democracy, we must make sure that it represents the will of the people.
