Every policy included in our library is aligned with our principles, responds to the needs of state lawmakers, and meets three criteria:

  1. Popular: It must be broadly popular, which means that the policies have support among everyday people across political affiliations and geographies.
  2. Economical: Good policy is an investment in our future. Each policy is designed to pay for itself — or save your state money — over time.
  3. Improves Lives: There is evidence that the policy is actually improving a critical need in people’s lives that it claims to address.

Our team has experience in state legislatures, government, communications, and policy across a broad range of issues. We also regularly engage with external organizations and specialists with deep expertise across various levels of government and academia, as well as a wide range of policy thought leaders.

The data tracked across each state is updated annually, when available, and designed to benchmark each state’s performance across specific indicators for each of the seven goal areas and 21 measurable targets that measure the American Promise.
