The States Project Announces Over $5 Million Investment in Virginia State Legislative Election

The investment marks the largest by a national group this cycle as The States Project focuses on the most important election since Trump took office.

NEW YORK — The States Project (TSP), the leading effort focused on building governing majorities for state lawmakers that will defend our democracy, safeguard our personal freedoms, and improve lives, today announced an over $5 million investment in the Virginia legislative races — the largest investment by a national group this cycle. The States Project Giving Circles have already raised over $4 million in 2025.

With no elections in the Senate and a statewide race for governor, TSP sees 2025 as a chance to build the nation’s newest pro-democracy trifecta by defending and strengthening the one-seat House majority in Virginia. This unparalleled investment will strengthen legislative campaigns across the Commonwealth, helping pro-democracy candidates fend off a rightwing majority and providing the resources and expert advice needed to win. 

“With a razor-thin majority in the state house and the threat of a rightwing trifecta in Virginia’s Capitol in 2027, the stakes this November couldn’t be higher — and they reach far beyond the Commonwealth. As attacks on democracy escalate nationwide, state legislatures are the last line of defense to safeguard our fundamental freedoms,” said Mandara Meyers, Executive Director of The States Project. “The States Project’s 2025 Virginia investment will ensure innovative, data-backed tactics get implemented to win the most crucial elections since Trump took office. Our historic spend in Virginia sets the tone for the rest of the cycle, and is the first in our national effort to build and defend pro-democracy legislatures across the country.”  

The States Project has a robust history of successfully building and defending legislative majorities in Virginia for lawmakers that will safeguard individual freedoms, defend democracy, and improve lives: 

  • In 2017, The States Project helped flip enough seats in the House of Delegates to come within one seat of ending rightwing control in the chamber.
  • In 2019, The States Project helped flip the House of Delegates, building a Democratic trifecta in the state for the first time since 1993. 
  • In 2021, while the rightwing regained control of the House of Delegates, The States Project’s work helped three target candidates win their seats and five target candidates finish within a five-point margin. 
  • In 2023, The States Project supported historic state legislative performance, successfully defending the Senate majority and flipping two seats to build a new majority in the House of Delegates.
  • In 2025, The States Project is bringing our game-changing program back to Virginia, working hand-in-hand with candidates to make their campaigns better funded and more effective. Together, we will elect the newest pro-democracy trifecta and win the first major elections of Trump’s second presidency.
